DCFS Opens Special Registration for New Charities in Response to Hurricane Melissa

Following the significant disruption caused by Hurricane Melissa across Jamaica, the Department of Co-operatives and Friendly Societies, Charities Authority (DCFS) has activated a Special Registration process for Registered Charitable Organisations (RCO). This temporary measure is designed to strengthen national relief and recovery efforts by enabling eligible groups to operate quickly and in alignment with the country’s emergency response framework.


Key Features of the Special Registration Window:

 

Fast-Track Processing:

Applicationwill bprocessed within ten (10) working days.

 

Temporary Registration Period:

Certificatewilbe issued for the period November 17, 202to May 31, 2026.

 

Type of Registered Charitable Organizations:

Only Unincorporated groups will be registered.

 

Automatic Closure:

All Specially Registered Charitable Organizations wilbe automatically wound up at May 31, 2026 - the end of the six-month period.

 

Streamlined Process:

Administrative and Operations Management Policies and Procedures will be temporarily waived for thiperiod.

 

No Renewals Required:

Charitable status is valifor the six-month relief perioonly and will not be renewed.

 

Closure of Accounts

All accounts with the DCFS and Tax Administration oJamaica must be closed at the end of the period.

 

No Registration Fee

Entities must be seeking registration for the following Charitable purposes:


  • The prevention or relief of poverty.

  •  The advancement of good citizenship or community development.

  • The advancement of environmental protectioor improvement.

  • The relief of those ineed becausof temporary disadvantages sucas the effect of public disorder or public emergency.
